East Wahdat

In the early 1980's in Amman, Jordan, high urban land prices, lack of affordable finance and restrictive regulations denied many low-income urban communities access to adequate permanent shelter. As in many other developing countries, this forced the urban poor of East Wahdat to build shacks or basic shelter on lands that didn't belong to them. Due to the lack of secured tenure and limited investments in services and facilities, East Wadaht became increasingly marginalised.

To tackle this need with a new approach the Government of Jordan (G.0.J) launched the first Urban Development Project (UDD) [now the Housing and Urban Development Corporation (HUDC)], established in mid 1980.


Dr. Khaled Jayyousi
Dr. Khaled Jayyousi was born in 1946 in Amman, Jordan. He earned his Ph.D. in Urban and Regional Planning at the University of Venice. At the Housing and Urban Development Corporation in Amman, Dr. Jayyousi is the Advisor to the Director General, the Senior Coordinator of the Community Infrastructure Program and head of the Environmental Unit. Dr. Jayyousi has more than twenty-five years of professional experience as an architect and planner with private and government agencies, implementing major development programs. He specializes in low-cost housing projects, including "slum upgrading" and "site and services" projects, as well as urban design, settlement, planning and architectural design.
